As a security engineer who maintains Elastic Agents, integrations and everything in between, I would like to perform upgrades for anything that might not require a change to the endpoint.
An example is an update to a Dashboard or documentation where I can upgrade just those assets and not have to work through change management and upgrade 10k+ endpoints because every policy needs to be upgraded even though their "should" not be any effect to the endpoint. Dividing endpoint vs cosmetic and visualization changes would allow us to upgrade much more quickly and without thought of touching thousands of endpoints.

The use case is when a new dashboard is created or updated for an integration, I would rather upgrade just that dashboard (which can be done today just wait to upgrade all of the policies) and not have to require all Agents online and offline to be compliant since it doesn't effect the endpoint/agent.
