[Synthetics] Monitor details - Alerts tab - Alerts tab shows alert count when there are no active alerts #191328

When there are no active alerts, the alerts tab should not display an alert count. Instead, all alerts are counted in the alert count on the tab, including recovered alerts.

Only active alerts should count towards the alert tab count.
