[Feet] Manage Integration link under Osquery Tab is navigating to empty Integration Policies page instead of showing Permissions Required error message.

Role:

Preconditions:

1. 8.16.0-SNAPSHOT Kibana cloud environment should be available.
2. New User should be created with above defined role.

Steps to reproduce:

1. Login with the above user.
2. Navigate to Management -> Osquery
3. Click on Manage Integration link.
4. Observe that user will be navigating to empty Integration Policies page even when integration polices tab is not available instead of showing Permissions Required error message.

Expected Result: Sufficient permissions missing message should be shown instead of navigating to empty Integration Policies page even when integration polices tab.
