We recently introduced the ability to perform cost based task scheduling (https://github.com/elastic/kibana/issues/185043) which deprecates xpack.task_manager.max_workers and introduces the new xpack.task_manager.capacity setting. We should update our docs to:

Describe and explain this new setting
Mark the max_workers setting as deprecated
