[Security Solution][Alert Details] - update rule link on case comment to open a flyout instead of navigating to the rule details page

Description

We made a recent change to open a rule flyout from the alerts page instead of navigating to the rule details page. Similarly, all the places within the flyout where we have a rule link, we open a rule preview flyout.

Adding an alert to a case generates a comment that renders a rule link as well as button to open the alert flyout (and other actions). Currently clicking on that link navigates the user to the rule details page. For consistency, we should update this logic to just open the rule flyout. Only then will the user be able to navigate to the rule details page.

Acceptance criteria

• clicking on the rule link in a case alert comment should open the rule flyout
