[Filters] Add support for `semantic_text` field type #192729

Describe the feature:

When a field is mapped as semantic_text, and a filter is added via the "add filter" dialog or by interacting with filter in/out, or through controls, we should be using the semantic query (instead of a match_phrase as it currently does.

Oops, linking to this issue because I think I closed it prematurely not realizing we needed to do additional work around filtering for it: #190695.
