[RCA] Add/remove formatting options for notes text #192763

Notes can currently be added to an investigation, and seem to accept some amount of Markdown.

Acceptance criteria

Get answers to the questions outlined below, from @drewpost
If work is required based on these answers, complete that work in the existing UI

Questions

Can we confirm that Markdown is supported and rendered properly in notes? Which Markdown features are available? Do we want this to be the case?
What about uploading (and storing) images, is this important right away?
How do we tell the user that Markdown is supported?
