[ES|QL] inline editor resize bar can overlap other accordion items

Kibana version: 9.0

Describe the bug:

Under the following circumstances the ES|QL vertical resize handlebar can resize the ES|QL content over other accordion elements at the bottom of the flyout:

if the current screen height is pretty small
if the recent queries is visible and you resize the content with the resize handlebar
(visible also in the future inline documentation https://github.com/elastic/kibana/pull/192156#discussion_r1758836618)

Steps to reproduce:

create a new ES|QL panel in Dashboard
open the recent queries panel
resize the ES|QL panel vertically

Expected behavior: The resize should extend to the max available size and not cover other accordion elements
