[Security Solution][Notes] - limit text visible in the Note content cells in the Notes management page

Description

We recently https://github.com/elastic/kibana/pull/187214 a new Notes tab to the Timelines page to let the user manage notes. The Notes content column is currently displaying the entire note value. This can be a problem if the user saves a really really long note.

We should limit the content visible by default and provide a way to either extend or show the value in a popover, a tooltip, or something of the sort.

Keep the value in the table is useful (we don't want to remove that information) for multiple reason:

• users can quickly see which note they care about
• users can search by the value in the search bar at the top of the page

Acceptance criteria

• limit the default note value visible and provide a way for the user to see the whole value
