[Security Solution][Notes] - add note block to alert and event detail flyout headers

Description

In order to go GA in 8.16 with the new Notes system we need to add some new UI interactions in the expandable flyout right (collapsed) section.

New UI:

This is the UI we currently have for this section today:

This requires to make a few tweaks to the way we display that information today:

• modify the UI for this section to make them look like individual blocks instead of a block divived in multiple sub-sections
• allow the blocks to wrap on 2 lines when necessary

Acceptance criteria

• make sure that when the flyout is resized the blocks can correctly wrap from one line to two lines
