[Synthetics] Monitor status api produces toast error even when Synthetics data is absent #193603

Kibana version: 8.16.0

Describe the bug:

Synthetics page returns error even when no data is present during onboarding flow

Steps to reproduce:

  1. Create a brand new es instance and start Kibana
  2. Navigate to the synthetics page using the navigation menu (note, this bug doesn't seem as reproducible when visiting the page directly via url)
  3. Observe the error
