[Debt] Handle missing integrations permission #194054

Motivation

Cloud Security Posture plugin reads information from Fleet's EPM on all Empty screens to build the link to the latest integration. This requires integration read permission in Kibana privileges.

When users don't have this permission all the links are inoperant, this ticket aims to handle this permission to show a disabled link and show a tooltip explaining that users lacks integration permission
