[Synthetics] Prevent duplication of Synthetics managed integration policies #194149

Describe the bug: Synthetics integration policies are currently marked as managed: true, preventing direct customer deletion from the Fleet UI. However, the duplicate policy option is still available. Duplicating policies can lead to unintended consequences and bugs, and also become un-deletable via the Fleet UI due to also being marked as managed: true.

When marked as managed: true, we should prevent policies from being duplicated as well as deleted.

We may need to sync with the Fleet team about this. It may be that this can easily be applied for all managed policies, or Synthetics may be a special case that requires custom consideration.
