Add option to change time zone in the timerange selector #19491

Describe the feature:

Hi,

It would be really really helpful if you could add a select box in the time range selector that will enable you to change your time zone on a per-user basis (Instead of relying on the browser's timezone).

When ever a user changes their timezone, it will be saved to local storage for use in new tabs/windows that are opened after the change.

If there is no timezone saved, it will fallback to the server's default.

Describe a specific use case for the feature:

Our customers want to view their dashboard using their own time zone because its easier to calculate times that way.

However, we bill our customers based on their monthly usage using UTC time zone. (as do most companies I assume).

Our customers want to be able to view the dashboards some times in their timezone and some times in UTC time zones to check their billing status.
