Create locator for deep linking into index management #195083

The new Data Usage plugin in Management -> Data would like to link into Index Management -> Data streams -> Manage data stream flyout when the user clicks on a data stream Image

Create a locator for Index Management that supports deeper linking. Extend the existing Management Locator, similar to the Data Quality locators
