[Serverless-observability] Console lets users export empty requests #195117

Kibana version: serverless-observability-main

Browser version: chrome latest

Original install method (e.g. download page, yum, from source, etc.): from QA

Describe the bug: User can click on console now and export an empty text. Nit of a bug. But its nice to get it fixed for true accessibility and validation.
