[Dashboard Usability] Inspect flyout hides focused panel underneath #195311

If my panel I want to inspect is on the right half of my dashboard, it is hidden by the flyout.

We should consider making this a push flyout, but that could be a problem with how wide this flyout is (50% of the viewport).
