[Logs Overview] Refactor flyout to facilitate easier sharing / exposing of functionality #196697

Summary

As part of the RCA investigations workflow the team will be looking to reuse functionality from the Logs Overview (services, components etc).

This issue specifically targets some refactoring around the flyout to make this easier. This mainly involves some hierarchy / architecture changes and slight changes to the state machine.

The majority of the changes can be seen here: https://github.com/elastic/kibana/pull/194867 (looking for "ℹ️ Deferring to followup changes for the investigation page.").
