Description
Tables with no data should be announced correctly, better stating what is visually present in them or if they shouldn't be accessible, then not announced at all in order not to confuse users, especially the ones relying on assistive technology.
Preconditions
Stateful Indices -> Pipelines page is opened.
Tables on the page are empty (not filled with data).
Use Screen Reader (NVDA).
Steps to reproduce
1.Navigate to Skip to main content button while using only keyboard by pressing Tab key.
2.Press Enter.
3.Press T key on keyboard.
3.Observe screen reader announcement.

Actual Result
After pressing T key information about the table is announced, but confusing. Also duplicated.
Same behavior with other tables on this page.
Expected Result
Either short and correct description about the table should be announced and that "This index has no inference errors" as stated in the table on the page or it shouldn't be accessible with T key at all when it has no data, because when the user navigates through page with Tab key - table is skipped.
No duplicate announcement.
