[OAS] Change default `availability.stability` to `experimental` #197003

Once https://github.com/elastic/kibana/pull/196647 is in main teams can specify their route availability. Today routes default to stability: stable (full context). We should change this default to experimental by explicitly setting stability on all existing public, stable routes. In this way we minimise the risk of unintentionally releasing a route as stable.
