Describe the bug: Alerts counter and Updated time text are vertically misaligned with adjacent UI controls

Steps to reproduce: Preconditions: User should have Alerts listed on Alerts table.
Current behavior: The '1386 alerts' count and 'Updated 10 seconds ago' text are vertically misaligned with adjacent UI controls. Currently, the text appears to sit slightly higher than the buttons, breaking the visual consistency of the toolbar. It happens too on other pages where table is used. (Rule details page, Alerts page, Hosts page)
Expected behavior: All toolbar buttons and elements should be aligned
