[Alert table grouping] Allow expanding one of the groups

Summary

As mentioned in https://github.com/elastic/kibana/issues/195627, we would like to be able to expand one of the groups based on the group ID. Besides using it in ECO, we also have a similar use cases for the alert details page as mentioned below.

Acceptance Criteria

• Control which grouping is expanded

Use cases

• The primary use case for ECO is to link to the alerts page, grouped by Rule Name, and expand the rule name base on rule.id).

  

• Use this logic in the related alert on the alert details page: expanding the first group
