Rename framework_error to system_error for alerting, actions and task manager monitoring #197879

This will be a tough exercise as we have monitoring rules, dashboards, SLOs etc dependent on the framework_error field, but we should start transitioning to system_error in a gradual manner to remove confusion on the field name.
