[Dataset Quality] Add Telemetry for the new Detection and Mitigation Flow

The Detection flow was released as part of 8.16 and Mitigation will be released as part of 8.17.

Hence its a good time to prepare the work on capturing some Telemetry.

To start with, we will focus on Full Story Telemetry and then proceed to see if EBT based telemetry is required.
