Image This tags popover is used on many listing pages but its an awkward experience.

The command+click shortcut to exclude is the main problem, we have another include/exclude patterns in Kibana now. The click+enter key doesn't work which feels like an accessibility problem.

The Manage tags link feels too prominent and it detracts from the main CTA of Done.
