[Synthtrace] Synthtrace should not install APM packages for non APM clients like Logs #199280

Currently while working on a feature wrt to Dataset Quality, i stumbled upon a special issue where APM package is no more an integration by default in Elasticsearch (like no icons etc) but has various assets like Component Templates and Index templates installed.

This makes its a special package.

Dataset Quality page recently introduced something called Fix It Flow, where we only allow fixing of _ignored issues on those Data Streams which have assets associated. Previously this description meant an integration, but with APM, this description changes to something which has assets.

This makes its tricky to work locally with Synthtrace generated data for such scenarios
