[APM] Service detail metrics tab displays APM view before static dashboard #199294

When loading the service detail metrics tab, the APM view briefly appears before the static dashboard is displayed.

[!NOTE] This only applies for specific agents working with static dashboards (x-pack/plugins/observability_solution/apm/public/components/app/metrics/static_dashboard/dashboards/dashboard_catalog.ts.

Proposed Improvement:

To enhance the user experience, the goal is to prevent the APM view from showing. Instead, a loader should be displayed until the static dashboard is fully loaded. This way, the user will see the static dashboard directly, without the intermediate APM view, resulting in a smoother transition.

Hi @roshan-elastic, this issue has been there for a while. The customer who reported it was using version 8.13.4, so it doesn't seem to be a recent introduction.
