[SLO] Allow sync delay configuration from UI

Summary

The SLO API allows the configuration of the transform rollup sync delay through the settings parameters. We should surface this settings on the SLO forms (create, edit). We should probably surface the delay on the SLO details page as well, and let the user knows the impact of using this field in the form, e.g. the delaying in alerting.

✅ Acceptance criteria

• [ ] User can configure sync delay from Form
• [ ] User can see the sync delay used on the SLO details page
• [ ] User get useful information about the timestamp and the sync delay fields, e.g. how are they used, what happens when data is ingested too late, etc..
