[ObsUx] Add tooltip message for the action column

We want to show a description of the action column so the user can understand more about the actions.

similar to what we have in the other columns:

Old tooltip text: Action New tooltip text: WIP @roshan-elastic can you please help me here :)

Does it make sense to add a tooltip to the actions column? My immediate answer would be no, the actions themselves must be self-explanatory.
