Summary

While migrating tests to deployment agnostic setup, we encountered skipped tests in x-pack/test/api_integration/deployment_agnostic/apis/observability/apm/diagnostics/indices.spec.ts. After short check, it looks like those tests requires more investigation to unskip them.

AC:

all tests 100% passing
