[APM] EuiProvider missing error when accessing APM pages #201096

Summary

The toast below appears when accessing APM pages

The problem doesn't happen on Infra pages, and I haven't test it on Profiling. It was also observed on other O11y pages, ie: Observability overview, SLOs and Synthetics

When accessing APM, Infra and Profiling, the toast with the EuiProvider error doesn't appear
