[Synthetics] Broken rule creation flyout for Synthetics TLS certificate when no Monitors are set up. #201213

Kibana version: 8.16

Describe the bug: Broken rule creation flyout for Synthetics TLS certificate when no Monitors are set up.

Steps to reproduce:

  1. From Observability, click Alerts
  2. From the Alerts page, click Create Rule
  3. Select Synthetics TLS certificate

Expected behavior: The Creation form should not be broken even when there are no monitors, i.e. failing gracefully Screenshots (if relevant): Image Errors in browser console (if relevant): See screenshot: Actions must be plain objects. ....

Any additional context: When at least one monitor is added, the issue doesn't persist.
