Add data home needs to hide features hidden by feature control feature on a space #37655

Kibana version: 7.2.0 BC3

Elasticsearch version: 7.2.0 BC3

Server OS version: darwin_x86_64

Browser version: chrome latest

Browser OS version: OS X

Original install method (e.g. download page, yum, from source, etc.): from staging

Describe the bug: So add data home panels are displaying hidden features. This in turn taking the users to ugly UIs.

Steps to reproduce: Please note - this is a non default space

Create space_a and disable canvas, maps and machine learning using feature controls
Switch to that space_a
Click on Kibana home and on a add data panel click on canvas, maps and machine learning

All the clicks take you to ugly links.

@bhavyarm in this case you've disabled ML and other apps with the Spaces feature control. The other way is at a role level. I'm wondering if ML page still appears in that case as well?

@bhavyarm Please confirm which license and user you are using?

(I can see a 404 for ML using trial license from "build_date" : "2019-05-29T18:10:13.032630Z")
