[Monitoring] Use cases to consider for setup mode #38929

The stack monitoring team is working on adding a "setup mode" for the stack monitoring UI that will enable users to perform some administrative and/or configuration changes. The current use case is to help users migrate to Metricbeat collection of monitoring data - there will be a setup wizard gated behind this setup mode. But, we don't have to stop there as this mode can open up the idea of other things we can possibly do and this meta ticket is designed to house those ideas.

If we're going to only allow super users the ability to enable monitoring, have we thought about adding a step where they could create a monitoring user and assign the correct permissions?

@cachedout Kibana has screens for creating users and roles. I wonder if we can link to these pages with / without some parameters
