[APM] Show chart legend items for ML job stream and anomaly annnotations #52250

Summary

We want to make it clear to the user that the blue stream chart item and yellow annotations are coming from the Machine Learning job bounds stream and anomaly annotations. By adding it to the legend, we'd also be able to offer support for showing/hiding the stream or annotations to declutter the chart.

Current example of ML data in the Transactions duration chart

Design solution

[ ] Add two new legend items in the Transaction duration legend when the ML job has been setup. One for the bounds and another for the anomaly annotation.
- Legend styles
- Bounds: Fill: euiColorVis1 tint 10% | Border: euiColorVis1
- Anomaly score: Fill: euiColorDanger tint 10% | Border: euiColorDanger
[ ] Show values for anomaly detection analysis in the chart tooltip
- Show when anomaly score >= 75
- Always show expected upper and lower bounds

@nehaduggal In regards to this, I'm wondering if we should consider putting the ML data in the tooltip in the chart, so the user is able to see the actual score and the avg. expected bounds information. We can put this in another enhancement issue, just wanted to bring it up in relation to this.

Please do add to the tooltip. As a field seller, I can't tell you how valuable it is when trying to convince folks to go commercial vs Basic to have clear, but sensible and valuable, displays of deep ML integration. @formgeist

++ I like the idea of adding the anomaly score and the expected values to the tool tip.
