Integrate Console with Cloud #59252

Features

The Cloud API offers a few minor UX enhancements that we could incorporate into Console:

Ability to filter results by RegEx and JQ expression
See results in full-screen (natively provided by EuiCode component)
"Copy results to clipboard" button
See raw results in a new tab

Not sure what the work here is? Once we have SSO and Kibana will be the default, users will just automatically find the Kibana dev tools and use that instead.

We'll keep the Cloud API Console around in case Kibana goes down and it's necessary to make requests.

👍I updated the PR description with some features that Cloud's API Console has that Kibana's Console lacks. I'd like people to have access to the same features they're used to seeing.
