Allow docked navigation panel to be resized #71954

Describe the feature:

Provide the ability to resize the dockable left navigation panel and preserve the selection per user. Allowing resize of the Discover field list pane would also be beneficial.

Describe a specific use case for the feature:

The app navigation panel introduced in 7.8.0 takes up more space when docked compared to earlier versions.

Horizontally resizable borders on the docked navigation and the Discover field list would help reduce space consumed by the two panels.
