[Add Data] Add "Observability Overview" to the list of "View data" options for installed packages #72383

When a package is installed from the current "Add data" UI, a "View data" menu appears with options for viewing the installed data. For packages that install metric, log, or other observability-related data, we should also provide an "Observability Overview" link that takes them to the new "/app/observability" overview page.

@andresrc this seems like a o11y-wide concern over something related to ingest mgmt in particular. I changed the team assignment to integrations. Feel free to reassign it though.
