[ILM] Improve UX of "add snapshot policy" in Delete phase #77889

Edit policy form should redirect to create a new/custom snapshot policy if there are no SLM policies yet or user's input doesn't match any existing policies. The SLM policy creation form then should redirect back to ILM with user's input in the form being restored. As suggested by @alisonelizabeth in comment on #72473.

After we update the snapshot policy validation in #115983, the need to improve this UX will be even more important because the user won't be able to save the ILM policy if the snapshot policy doesn't exist.
