Remove initialData from useRequest API #78367

Per https://github.com/elastic/kibana/pull/77077#discussion_r490097293, we think this might not be a useful parameter, so we should look into removing it. It's in several places, mostly Snapshot Restore, so it will take some careful investigation and testing to verify this doesn't break the UX anywhere for loading, error, and empty states.
