[Alerting] Alerts Management doesn't take RBAC into account in the ideal manner #79715

There are edge cases in the UI which don't feel quite natural now that we have RBAC

For example: A user who has all in Alerting but none in Actions, can create and view alerts that have no actions, but can't even get the alert flyout for an alert that has actions on it.

We should audit the UI to find all of these edge cases and figure out what the UX should be in these cases.
