Display license level in header Help dropdown #80068

Per discussion with @snide and @VijayDoshi, this dropdown seems like a reasonable location to present the user with information about their Stack license level alongside the existing information about their Stack version. We could also link to License Management from here (on Default Distributions) or to https://www.elastic.co/subscriptions.
