Kibana audit logging API #81612

We currently allow to configure the new Kibana audit logging through the config file and include/exclude events as needed. It would be good to allow this through an API (also in view of requests for audit logging specific functionality possibly on the UI layer https://github.com/elastic/kibana/issues/81493).
