[Security Solution]: Search bar, Refresh and timer buttons shows up for few seconds while page is uploading at Administration tab #86104

Kibana version: Kibana:7.11.0 snapshot Cloud environment

Elasticsearch version: Elasticsearch: 7.11.0 snapshot Cloud environment

Host OS and Browser version: Windows 10, All

Original install method (e.g. download page, yum, from source, etc.): 7.11.0 snapshot Cloud environment

Preconditions

7.11.0 snapshot Cloud environment should be available. BUILD 37305 COMMIT d0c88d5b23ab09511ed0edf803a1f47daf471a3d
System and endpoint security integration should be added to Default policy.

Steps to reproduce:

Login to Kibana cloud environment.
Go to Security > Admin tab tab.
Notice, while page is uploading.

Reference ticket Id:

Actual Result Search bar, Refresh and timer buttons shows up for few seconds while page is uploading at Administration tab.

Expected Result Search bar, Refresh and timer buttons should remain continuously even after page has uploaded successfully at Administration tab

Hi, This issue is also occurring for below tabs. Please find below the details/Observations:

Build Details:

Platform: Staging
Version: 7.11.0

The Agents Tab: cc: @EricDavisX If we enable the filter for 'Upgrade Available' and then clear the filter, we see the wrong message that says no agent is enrolled:
The Alert Resolver: cc: @MadameSheema If we click on analyze the event, the initial load for the resolver shows 'no items' for the events.

This issue is occurring only when the page is loading the data. After the page is loaded successfully this issue is not occurring.
