[Uptime] Move waterfall component to Observability Plugin #87614

Describe the feature: To make it easier to use the new waterfall chart in other areas (e.g. APM UI), it would be best to move it from being an Uptime plugin, to being an Observability wide plugin.

Describe a specific use case for the feature: Once complete, the waterfall component from the Observability plugin can be used in Uptime (for the current implementation to represent Synthetic monitor data) as well in other areas such as the APM UI.
