[Security Solution] Enable "View in app" button for Detection alerts in Kibana Alerting page #89303

Currently the "View in app" button is disabled for Detection alerts in the Kibana Alerts and Actions page. The button should be enabled and redirect the user to the Rule details page in the Security app.

Just found this issue as I'm doing some 8.0.0 testing to ensure the "edit" button is not enabled in the stack management alerting rules pages for SIEM rules, and realized it would be super-useful to users to enable the "View in app" capability which presumably would provide some kind of "editing", or at least a better view. I was going to open a new issue, but found this one, thought I'd chime in ...
