[Monitoring] Logs don't always appear when enabled through ESS metrics and logs ui #99684

Steps to reproduce (ver 7.13 and lower):

  1. Create two basic deployments and point one of them to monitor the other via logs and metrics ui
  2. Go to the monitoring deployment > elasticsearch, and notice Screenshot 2021-05-10 at 4 46 23 PM

It shows up again after about 5 min (sometimes 10), which makes me think that maybe logs have not been collected yet. However, I do see them in the logs UI almost instantly
