[ML] Address Centos:7 yum repo changes #2686

Centos:7 is now EOL. As such its' yum repositories have now moved from the default location. This PR addresses that in our Docker files.

This changes seem to be included into #2688. How are they different?

You're quite right @valeriy42 , they are the same changes. I simply thought that by including them in a separate, smaller PR that they'd be easier to review in isolation (and potentially get merged sooner)
