Add serverless content #3919

Adds source files that power the Elastic Observability serverless docs.

[x] Adds all relevant MDX, JSON, and image files with commit history
[x] Adds @elastic/docs-engineering as codeowners of the .github/workflows
[x] Updates the README in this repo

Still to do:

Hook up this repo to docs.elastic.co

Sorry I didn't catch this the other day.

Adds @elastic/docs-engineering as codeowners of the .github/workflows

I'm fine with @elastic/docs-engineering owning the build-specific workflows, but I'm not sure it makes sense for that team to own (and have to review) all of our workflows.
