Document that only paths with `_` should be used and no `-` #35

In https://github.com/elastic/package-registry/issues/565 some paths using - were renamed to using _. We should document that package directories should only use _ and potentially also validate it.

@ycombinator I guess this is something we should enforce in the package spec?
